This essay to me points out 2 different ideas as I describe:
'Evolutionary primacy' and its impact in maintaining a leadership cadre astute to change enough in global power dynamics to maintain some semblance of primacy or political relevance. And civilizational statism, of a sort, that leads to the arrogance of perceived dominance in the face of a kind of change, not recognized at the time, for its importance, until it is too late to add to the recipe of the pot of newly dreamed/realized beans casserole. This would be, in my view, those recognized former empires. Still there. Some power. But not a wieldy with power as before the deescalation.
Prescription: more truth telling in high places and in people so as to recognize real evolving the 'trends/ideas' that may have impactful inputs from a changing civilizational perspective, without burning up the pot of beans, as the inputs were too late, to be meaningful.
